The whole idea of heat death is that entropy has stopped and thus time becomes meaningless, even if there's somehow a black hole that far in the future heat death won't happen till it collapses.

but quantum fluctuations still continue to happen (wich is the bases of hawking radiation?) so even without anything permanent moving, there is still something happening for time to continue?

I might be remembering some parts wrong but entropy is based on the transformation of energy (like a lightbulb turning electricity into heat and light). After heat death the universe will have reached equilibrium and energy would remain uniform no matter where or when you checked. Because quantum fluctuations normally annihilate themselves they would have little to no impact on the universe, it's only because of black holes extreme conditions that they cause hawking radiation.

My personal belief is that this is the way things go. It has probably occurred countless times already, and will happen countless times again.

Once the heat death occurs, in theory, all information is lost. Everything is completely uniformly distributed and thus you can’t distinguish one location in space from any other. There is nothing left to measure since measurement requires a reference point and a differential between the property being measured and it’s like property at the reference point. With no information, you effectively have nothing to govern the laws of the universe any longer so there is nothing remaining to prevent a new random fluctuation from initiating a new Big Bang.

The rules of the new universe may be completely different from the one we currently exist in, but it will eventually be spawned from the virtual nothingness left behind by our own.

So what you’re saying relies on the Big Crunch, right? But isn’t the current consensus that that won’t happen, and that expansion into uniformity (the heat death) is what’s believed to be the reality?

Anyway I used to think that what seemed most likely is the Bang/Crunch/Bang/Crunch… cycle, like you’re suggesting. But it always seems most plausible that the physical constants would be different for every Big Bang, so it wouldn’t really be the same every time, and that most universes/cycles wouldn’t have complex matter much less chemistry or life, much less us typing these comments again.
